Andreas Papandreou was an economist, university professor, and a defining figure in Greek politics in the 20th century. Educated at Harvard and with an academic career in the United States and Canada, he returned to Greece and in 1974 founded the Panhellenic Socialist Movement (PASOK), the country’s first major democratic socialist party. He became prime minister in 1981 and led the country in two terms (1981–1989; 1993–1996), becoming the longest‑serving head of government in modern Greek history. His government pursued a broad social agenda: it expanded access to education and health care, strengthened labor rights, and passed family legislation that elevated the position of women. He also secured official recognition for the communist resistance organizations from the occupation period, facilitating the return of postwar exiles. These measures highlighted his populist, mass‑oriented approach and broke with established political oligarchies. At the same time, the Papandreou administration was shadowed by allegations of corruption, expansionary economic policies financed by external debt, and controversies in foreign and security policy. His legacy is ambiguous: he reshaped the post‑junta democracy into a populist system with a broad popular base, leaving a lasting influence on Greek political life and on PASOK’s trajectory, whose family leadership continued with his son George Papandreou.
