Barbara Ann Mikulski is an American politician and social worker known for her long career in the U.S. Congress. The daughter of Polish immigrants from Baltimore, she earned degrees in sociology and social work before working as a community organizer — a key role in mobilizing opposition to a highway project that threatened Baltimore neighborhoods. That local activism and her emphasis on ethnic identity propelled her into city politics and, in 1971, onto the Baltimore City Council. Elected to the House of Representatives in 1976, Mikulski served five terms before becoming, in 1986, the first woman elected to the United States Senate from Maryland. Over three decades in the Senate (1987–2017) she was a leading advocate for social programs, health and education, and for legislation serving urban and working-class communities. Mikulski also broke institutional barriers: she was the first woman and the first Marylander to chair the Senate Appropriations Committee, a position she assumed after 2012. Upon retirement, she left a legacy of increased female representation and sustained commitment to social and community policy; after the Senate she worked in academia as a teacher and adviser on public policy.
