Birch Evans Bayh Jr. was an American politician from Indiana who played a significant role in Congress from the 1960s through the 1980s. A member of the Democratic Party, he served in the Indiana House of Representatives and then for three terms as a United States senator (1963–1981). During his legislative career he became known for his legal and constitutional work on the Senate Judiciary Committee. As chairman of the Constitution Subcommittee, Bayh was the principal author of two constitutional amendments: the 25th Amendment, which established rules for presidential succession and incapacity, and the 26th Amendment, which lowered the voting age to 18. He also played a central role in drafting Title IX of the Higher Education Act, the Juvenile Justice and Delinquency Prevention Act, and the Bayh–Dole Act—laws with lasting impact on education, juvenile justice, and intellectual property arising from government‑funded research. In the Senate he supported the civil‑rights milestones of the 1960s and took part in major political battles, including objections to Supreme Court nominations. After losing re‑election in 1980, he remained active in legal and political spheres; his legislative legacy continues to influence public policy and civil rights.
