David Packard was an electrical engineer, entrepreneur, and American philanthropist, best known for cofounding Hewlett‑Packard in 1939 with Bill Hewlett. Under his leadership—as president, CEO, and for many years as chairman of the board—the company grew from a small maker of test instruments into one of the leading names in electronic equipment, computers, calculators, and printers. Packard was actively involved in HP’s strategic decisions, including the 1991 corporate reorganization, and retained significant shareholdings until his retirement in 1993. In public service, he served as United States Deputy Secretary of Defense (1969–1971) in the Nixon administration, where he introduced business management practices to the Department of Defense, helped establish the Defense Systems Management College, and proposed procurement reforms known as the “Packard Memo.” His work in the sector influenced military resource management and the government contracting model. From the 1980s onward he focused on philanthropy with his wife Lucile, notably founding the David and Lucile Packard Foundation and providing substantial support for the construction of the Lucile Packard Children’s Hospital at Stanford. He received the Presidential Medal of Freedom in 1988 and left a lasting legacy in the technology industry, public management reform, and the funding of scientific and cultural institutions.
