Hans Josef Maria Globke was a jurist and senior German civil servant whose career spanned the Weimar Republic, the Nazi regime, and the Federal Republic of Germany. During the Nazi period he worked in the Reich Ministry of the Interior, drafting and annotating regulations that were incorporated into the Nuremberg Laws and other discriminatory measures against Jews, including provisions on names, citizenship, and the “J” stamp in passports; this legal work helped provide a statutory basis for antisemitic persecution. After 1945, Globke acquired significant political influence in West Germany as State Secretary and head of the Chancellery from 1953 to 1963, playing a central role in government administration, coordinating appointments, and shaping anti-communist and national security policies. In that capacity he became a powerful political figure involved in West Germany’s alignment with the West and in relations with allied intelligence services. His biography is marked by controversy: his involvement in Nazi racial legislation and his later prominence in the democratic state provoked historiographical and political debates about responsibility, administrative continuity, and public memory.
