Henri Gerard Winkelman was a general officer of the Dutch Army best known for commanding the Netherlands’ armed forces during the German invasion of May 1940. A graduate of the military academy in Breda, he rose steadily through the ranks to lieutenant-general; while in the reserve he continued to serve in an advisory role until being recalled to command in February 1940 after his predecessor’s departure. Faced with an army that was inferior in numbers and equipment—lacking tanks and short on anti-aircraft artillery—Winkelman chose a static defense focused on the so-called “Fortress Holland,” prioritizing the protection of the Randstad provinces. His strategy aimed to delay the German advance and buy time for Allied intervention, aware that it was impossible to repel a large-scale modern offensive. During the May campaign his troops offered notable resistance at points such as the Grebbe Line and the Afsluitdijk, despite German advances and the seizure of key routes in the south. After the bombing of Rotterdam and the threat of attacks on other cities, Winkelman signed the surrender on 15 May 1940, a decision that ended organized resistance in the European part of the country. His legacy is ambiguous: respected for his professional conduct and his attempt to defend the state against a superior enemy, Winkelman remains a central figure in Dutch memory of the 1940 defeat and the limits of national defense in the face of modern warfare.
