Jean-Pierre Raffarin is a French politician whose public career includes local, parliamentary and executive posts. He served long terms in the regional government of Poitou-Charentes, was a senator for the department of Vienne and held ministerial responsibilities for small and medium-sized enterprises, trade and crafts in the 1990s. Earlier he represented France in the European Parliament. In 2002 he was appointed prime minister by President Jacques Chirac, a post he held until 2005. His government pursued decentralization and pension reforms and began changes to the public health system. These measures provoked serious social tensions and strikes, and the cabinet also faced criticism for its handling of the 2003 heat wave crisis and for frequent internal disagreements among ministers. The rejection of the proposed European Constitution in the 2005 referendum precipitated his resignation, although he stated the decision was not a direct consequence of that result. He later retained party influence — serving as vice president of the UMP and as a vice president of the Senate from 2011 to 2014 — and received high national honors.
