Jiang Zemin was a Chinese politician who emerged as the national leader after the events of 1989, serving as General Secretary of the Communist Party (1989–2002), President of China (1993–2003) and Chairman of the Central Military Commission (1989–2004). Regarded as the core of the third generation of leaders, he consolidated authority during a transitional period in which the “Eight Elders” were losing influence. Under his leadership, China deepened economic reform and opening; Jiang promoted the concept of a “socialist market economy,” advanced after Deng Xiaoping’s southern tour in 1992. His government accelerated partial privatizations, infrastructure projects and educational reforms, including initiatives to modernize universities and scientific research. On the international front, he oversaw the signing of a friendship treaty with Russia, helped found the Shanghai Cooperation Organization and led negotiations for China’s entry into the World Trade Organization in 2001. His tenure also included moments of tension with the United States and internal measures repressing religious dissent and movements such as Falun Gong. Jiang left an ambivalent legacy: credited with China’s economic growth and international integration in the 1990s and 2000s, he is also remembered for strengthening Party control over the state and for institutionalizing his theoretical contributions within the Party.
