Michael Anthony Bilandic was a lawyer, judge, and Democratic politician from Chicago, known for succeeding Richard J. Daley as the city's leader and serving as mayor from 1976 to 1979. A graduate of DePaul University College of Law, he practiced law locally for years before entering municipal politics as the alderman for the 11th Ward, a post he held from 1969 until assuming the mayoralty. His rise to the mayor's office took place amid negotiations in the city council after Daley's death; initially appointed acting mayor, Bilandic won the 1977 special election and was sworn in that June. His short tenure was marked by administrative challenges and labor disputes, as well as later criticism; historians and political scientists have ranked him among the mayors of major U.S. cities whose performance is judged negatively. After leaving the mayor's office, Bilandic returned to legal work and advanced in the judiciary: he served on the Illinois Appellate Court and, in 1990, was elected to the Illinois Supreme Court, where he served until 2000 and was chief justice from 1994 to 1997. His career combined urban political engagement with long service in the state judicial system.
