Vittorio Emanuele I was the monarch of the House of Savoy, holding the titles Duke of Savoy and King of Sardinia from 1802 to 1821. During his reign he faced the upheavals of the Napoleonic Wars: he initially governed from Cagliari while the continental domains were occupied by the French and returned to Turin in 1814, his restoration confirmed by the Congress of Vienna. Under his rule the crown incorporated former Genoese territories and reorganized military institutions, including the establishment of the Carabinieri.
Domestically, after 1814 he pursued a reactionary program: he revoked Napoleonic codes, restored old monarchical prerogatives, entrusted education to the Church, and reintroduced regulations that discriminated against religious minorities. At the same time he maintained expansionist ambitions in Lombardy, in tension with Austrian dominance on the Italian Peninsula.
In 1821, faced with a liberal uprising influenced by the Carbonari and pressure for a constitution, he chose to abdicate in favor of his brother Charles Felix rather than grant the requested reforms. His reign is remembered for the dynasty’s return to power after Napoleon, its conservative restorative policies, and the institutional legacy of the Carabinieri.
