Richard G. Hatcher was an attorney and Democratic politician, known for being the first African American mayor of a major U.S. city when he took office as Gary, Indiana’s chief executive in 1968, a post he held for two decades. Trained in law, he served as a prosecutor and city councilman before winning an election marked by intense racial polarization and resistance from the local party machine. As mayor, he became a national and international voice for civil rights, the poor, and American cities, speaking and appearing alongside leaders of the civil rights movement. He served as president of the United States Conference of Mayors and was a vice-chair of the Democratic National Committee in the early 1980s. In municipal government, Hatcher pursued innovative responses to urban problems: tackling police corruption, reducing illegal gambling, expanding the police force, and promoting development projects such as a convention center, airport expansion, and efforts to attract hotel investment. He also secured substantial federal funding for subsidized housing and job training programs. His legacy is marked both by his public defense of civil rights and by attempts to blunt the economic decline of a city severely affected by the steel industry’s crisis; administrative advances coexisted with limits imposed by economic forces and the exodus of businesses and residents.
