Walter Scheel was a German liberal politician who played central roles in the Federal Republic of Germany during the 1960s and 1970s. A member of the Free Democratic Party (FDP), he held prominent ministerial posts — including Federal Minister for Economic Cooperation and Development — and became party leader in 1968, steering a shift that brought the liberals closer to the Social Democrats and made a coalition with the SPD possible. Under Chancellor Willy Brandt, Scheel served as Foreign Minister and Vice-Chancellor, taking part in the détente and mutual recognition initiatives between the German states that characterized Ostpolitik. In May 1974 he briefly became head of government for a few days after Brandt’s resignation and was subsequently elected President of the Federal Republic, a position he held until 1979. After his presidency he remained influential in European and liberal networks, chairing organizations such as the European Movement in Germany and the German section of the Union of European Federalists, and presiding over international conferences. He is remembered for mediating between liberal and social-democratic currents and for his role in reorienting West Germany’s foreign policy during the Cold War.
