William Doyle Ruckelshaus was an American lawyer and senior public official whose career helped consolidate environmental responsibility and administrative integrity in the 1970s and 1980s. After service in Indiana state politics and posts at the Department of Justice, he became the first administrator of the U.S. Environmental Protection Agency, where he organized the agency’s structure, implemented the 1970 Clean Air Act and pushed measures such as the ban on DDT. Known for his ethical reputation, Ruckelshaus also held central roles in government: he served as acting director of the FBI and as Deputy Attorney General of the United States. In October 1973, during the episode known as the “Saturday Night Massacre,” he resigned as Deputy Attorney General in refusal to carry out orders to dismiss the special prosecutor in the Watergate case, a gesture that helped defend the independence of the investigative process. After a period in the private sector, including service at Weyerhaeuser, he returned to the EPA from 1983 to 1985 to restore the agency’s credibility amid controversies over the Superfund program. His legacy combines pioneering regulatory action, ethical governance and a decisive role in institutionalizing environmental policy in the United States.
