According to historian David R. Chacon Rodriguez, an edition of 25 August 1811 of "La Bagatelle" (a Bogotá publication) reported the proclamation of independence in Venezuela, indicating the hour. It states that "at three in the afternoon, a plurality, against only one clergyman, decided to proclaim their independence."
