George John Spencer, 2nd Earl Spencer, was an English nobleman and Whig politician who combined public service with cultural interests. Educated at Harrow and Trinity College, Cambridge, he entered Parliament as a member for Northampton and later for Surrey in the last decades of the eighteenth century. He succeeded to the earldom in 1793, becoming a member of the political high aristocracy of his day. In government he held prominent offices: he served as First Lord of the Admiralty from 1794 to 1801 and later as Secretary of State for the Home Department in William Grenville’s ministry of union (1806–1807). He also carried out local and institutional duties, including high stewardship and the mayoralty of St Albans, commissioner of the Public Records, and president of the Royal Institution (1813–1825). Beyond public life, Spencer was notable for his literary interests and for family connections to influential political figures—most prominently his sister Georgiana, Duchess of Devonshire, and his son John Charles Spencer, a key advocate of parliamentary reform. His legacy includes cultural associations and place names, notably a short garment that became known by his name.
