Charles Harting Percy was an American businessman and politician, known for leading Bell & Howell and for his service as a Republican senator from Illinois (1967–1985). He joined Bell & Howell while still young and became president in 1949; under his leadership the company expanded significantly, diversified into microfilm and information services, and began trading on the New York Stock Exchange.
He moved from corporate leadership into politics in the 1950s and 1960s, aligning with the moderate wing of the Republican Party and contributing to party planning initiatives. He ran for governor of Illinois in 1964, narrowly losing, and was elected to the Senate in 1966; his legislative career emphasized economic issues and foreign relations.
In the Senate, Percy proposed early programs to encourage the production of low‑cost housing and supported civil rights measures, and he took part in debates over foreign policy during the Vietnam War. His public career combined business experience, political moderation, and a pragmatic interest in domestic and foreign policy.
