Charlotte Mailliard Shultz was a central figure in San Francisco’s public and social life, best known for her long service as the city and California state chief of protocol. Born Charlotte Smith, she became prominent as a hostess, philanthropist and leader of cultural institutions, serving as chair of the War Memorial Performing Arts Center board and sitting on the boards of the San Francisco Symphony, Grace Cathedral and the local ballet. For more than five decades, Mailliard Shultz organized high-profile official events, including the revival of the traditional Black and White Ball, the celebration of the Golden Gate Bridge’s 50th anniversary with a walk that drew one million participants, and receptions for heads of state, popes and members of royal families. Her protocol work spanned eight mayoral administrations and earned her public recognition and honors, including the naming of a staircase at San Francisco City Hall. Beyond her civic work, she took part in philanthropic and fundraising campaigns for libraries and cultural organizations in partnership with the Mailliard and Swig families. She also received an honorary decoration from Queen Elizabeth II. Her career left an imprint on San Francisco’s cultural and diplomatic life, where she came to be seen as an emblem of the city’s hospitality and social scene.
