Édouard Balladur is a French politician of Turkish origin, known for heading the French government from 1993 to 1995. A graduate of the École nationale d’administration, he entered public administration early as an adviser to Georges Pompidou and held prominent state positions, including member of the Conseil d’État and ministerial posts during the 1980s and 1990s. As Minister of the Economy and Minister of State in the 1986–1988 cohabitation government, Balladur played an important role in reprivatization policies and in defending economic liberalization measures that defined his technical, liberal profile. His ministerial and parliamentary work strengthened his influence within France’s center‑right currents. Appointed prime minister after the RPR–UDF coalition’s victory in 1993, he led a government that included figures such as Alain Juppé, Charles Pasqua and Nicolas Sarkozy. In 1995 he ran for the presidency, winning 18.6% of the vote in the first round and subsequently supporting Jacques Chirac. Outside politics, Balladur is the author of several books on economics and politics, reflecting his reformist stance and his legacy as a public manager and influential organizer of the French center‑right.
