Elinor Ostrom was an American political scientist and economist known for her research on the governance of common-pool resources and collective institutions. A professor at Indiana University and affiliated with Arizona State University, she developed an institutional approach to public policy analysis that emphasized the ability of local communities to organize sustainable-use regimes for resources such as pastures, forests, fisheries, and irrigation systems. Her empirical and theoretical work challenged the notion of a single solution to socio-ecological problems, showing that diverse institutional arrangements adapted to local conditions can prevent the collapse of shared resources. Based on field studies in places such as western Nepal and African communities, she formulated design principles for effective commons management — including clear rules, collective participation, local monitoring, and graduated sanctions. In 2009 Ostrom shared the Nobel Prize in Economic Sciences with Oliver E. Williamson for their analysis of economic governance, becoming the first woman to receive that distinction. Her legacy influences the new institutional economics, natural resource policy, and studies of polycentric governance and collective action.
