Franklin Pierce was a lawyer and Democratic politician who served as the 14th president of the United States (1853–1857). Trained in law, he first made his mark in legal practice and New Hampshire politics, serving as a congressman, senator, and state attorney, and he also served as a brigadier general in the Mexican–American War. He reached the presidency as a compromise candidate able to attract both North and South, winning handily in 1852. In office he sought to modernize certain administrative procedures and preserve party unity while pursuing an expansionist policy: he signed the Gadsden Purchase and attempted, unsuccessfully, to acquire Cuba. He also conducted international negotiations, concluding important treaties with the United Kingdom and Japan. The passage of the Kansas–Nebraska Act, which repealed the Missouri Compromise, provoked strong reaction in the North and unleashed violence over the issue of slavery, undermining his popularity. His administration was further shaken by the controversial Ostend Manifesto and by internal disputes within the Democratic Party. After leaving the presidency, Pierce criticized the Union during the Civil War and came to be judged negatively by historians, frequently ranked among the worst U.S. presidents.
