Jean-Baptiste Colbert was a French statesman and administrator who became the central figure in finance and economic policy during the reign of Louis XIV. As Controller-General of Finances and Secretary of State for the Navy and the Household, he pursued an assertive mercantilist program aimed at industrial development and a favorable balance of trade, promoting luxury manufactories, granting monopolies, and encouraging exports.
Colbert also reorganized state administration: he fought corrupt practices associated with the previous period, reformed revenue collection, and directed investments in infrastructure — canals, roads, ports, and forest management for shipbuilding — to support commerce and French naval power. He was responsible for expanding and modernizing the navy and for promoting commercial colonization.
A patron of the arts and sciences, he founded and supported institutions such as the Academy of Sciences and the Paris Observatory, and promoted artistic manufactories (the Gobelins) and public works in Paris and Versailles. His legacy marks the consolidation of a state that intervened strongly in the economy, with policies that influenced French growth in the 17th century but that also encountered limits and setbacks after his death.
