Jesse Alexander Helms Jr. was a journalist and U.S. senator from North Carolina from 1973 to 2003. Before entering politics he worked as a sports reporter and editor, and as a radio and television commentator, a role that gave him public visibility and regional prominence in the postwar period. His journalistic and business career linked him to the Capitol Broadcasting Company and to state banking institutions. As a politician, Helms was a central figure of American conservatism in the late 20th century. He began in politics as a Democrat but switched to the Republican Party in the early 1970s, largely in opposition to civil rights legislation. Nicknamed the “Senator No,” he led campaigns against civil rights policies, LGBT movements and foreign aid programs, and he took a firm stance against legalizing abortion while defending school prayer. In the Senate, Helms chaired influential committees, including Agriculture (1981–1987) and Foreign Relations (1995–2000). He was coauthor of the Helms–Burton Act, which tightened the embargo on Cuba and provoked international controversy. Reëlected to five consecutive terms, he became a polarizing figure whose actions left a lasting mark on public debate over social conservatism and U.S. foreign policy. Helms retired for health reasons in 2003 and died in 2008. His legacy remains the subject of intense debate, associated both with staunch defense of conservative causes and with criticisms for segregationist positions and opposition to civil rights.
