John Foster Dulles was an influential American statesman and diplomat, best known for serving as United States Secretary of State in the administration of Dwight D. Eisenhower. A lawyer trained in Washington and a former partner at the firm Sullivan & Cromwell, Dulles took part in shaping international agreements from the post–World War I period onward, acting as a legal adviser at the 1919 Paris Peace Conference and contributing to initiatives such as the Dawes Plan and the preamble to the United Nations Charter.
During World War II and the immediate postwar years, Dulles established himself as a foreign policy adviser, helping to craft treaties that shaped the order in the Pacific — including the Treaty of San Francisco, the U.S.–Japan security treaty, and the ANZUS pact. In the 1950s, as Secretary of State, he championed a foreign policy of firm confrontation with the Soviet Union, grounded in massive retaliation and the building of collective alliances such as NATO and the Southeast Asia Treaty Organization (SEATO).
Dulles was also involved in influence operations and interventions in Asia and Latin America, notably the 1953 coup in Iran and the 1954 coup in Guatemala, and in support of a pro‑Western stance in South Vietnam. His career was defined by advocating a vigorous anti‑communist foreign policy, a legacy that influenced American diplomacy during the Cold War.
