Joseph Fouché (1759–1820), 1st Duke of Otranto, was a French politician whose career spanned the French Revolution and the Napoleonic era. Of humble origins, he began as a clergyman and teacher before entering politics, where he became notable for his ability to survive and prosper under successive regimes. He became both celebrated and notorious for his use of intrigue, for betraying allies such as Robespierre and Talleyrand, and for playing a central role in the development of a modern political police. As a revolutionary representative, Fouché led brutal repressions in several provinces, most notoriously in Lyon and Nantes, where he coordinated violent measures against opponents and organized the seizure of property. His severity and administrative skill earned him influence in Paris; at the same time, his moral ambiguity and opportunism brought him nicknames such as “the Judas of the Revolution.” During the Napoleonic period he held ministerial posts and maintained a complex relationship with Bonaparte, shifting loyalties according to the political climate. Among historians and contemporaries his figure is seen as that of an unusually skilled political operator — a strategist of power whose legacy includes the institutionalization of the political police and a reputation for relentless political realism.
