Les Aspin was an American politician and economist, a member of the Democratic Party, who represented Wisconsin’s 1st congressional district for more than two decades (1971–1993) and served as United States Secretary of Defense in the administration of Bill Clinton (1993–1994). A history graduate of Yale with a doctorate in economics from MIT, he built a reputation as an intellectual and specialist on defense matters during his legislative career. In Congress, he was known for moderate positions: he supported modernization programs such as the MX missile and aid to the Contras, but opposed the B-2 bomber and the Strategic Defense Initiative. He chaired the House Armed Services Committee, shaping debates about military capabilities after the Cold War and proposing cuts and restructuring of the armed forces. As Secretary of Defense, he faced complex decisions about the role of women and homosexuals in the military, and about interventions in places such as Somalia, Bosnia and Haiti. The deaths of American soldiers in Somalia, attributed to failures in logistical support, precipitated his resignation in 1994. His legacy is that of a thoughtful defense policymaker, noted for efforts to adapt the armed forces to a new geopolitical environment.
