Martha Layne Collins was an American teacher, businesswoman, and politician who rose to prominence as the 56th governor of Kentucky (1983–1987), the first woman to hold that office in the state. Earlier she served as lieutenant governor and held party and administrative posts, including secretary of the state Democratic Party and clerk of the Court of Appeals, where she participated in the institutional transition that led to the creation of the Kentucky Supreme Court. As governor she focused on education and economic development. She led campaigns for increased education funding and promoted reforms that later influenced a broad reorganization of public schooling in the state. On the economic front, she negotiated incentives that brought the Toyota assembly plant to Georgetown in 1986—an investment regarded as her signature achievement and a catalyst for Kentucky’s industrial growth. After leaving office she worked in academia, serving as a college president and holding teaching and research positions at local institutions. Her public career advanced the visibility of women in state politics and left a legacy primarily in education and in attracting industrial investment.
