Michael Howard, born Michael Hecht, is a British conservative politician whose career includes senior ministerial posts and leadership of the Conservative Party from 2003 to 2005. Trained as a lawyer, he became Queen’s Counsel in 1982 and entered Parliament in 1983 as MP for Folkestone and Hythe, a platform that quickly led to roles in the governments of Margaret Thatcher and later John Major. He held portfolios including Employment, Environment and, most notably, Home Secretary, where he pursued a tough line on crime and a restrictive criminal justice policy. While serving in the executive, he took part in major reforms: he was associated with the financial modernization of the City (the “Big Bang”), the introduction of the Community Charge and the privatization of water services in England and Wales. As Home Secretary, he backed legislative measures aimed at controlling crime and limiting the right to silence, policies that provoked controversy among judges and penal reformers. After the Conservative defeat in 1997, he served in the shadow cabinet until being elected party leader in 2003. He led the opposition into the 2005 general election, when the Conservatives gained seats but remained distant from government. In 2010 he joined the House of Lords as Baron Howard of Lympne. His political legacy is marked by a combination of penal strictness, a central role in economic reforms and influence on the renewal of the Conservative Party in the early 21st century.
