Paul Doumer was a French teacher, journalist and politician whose career spanned the Third Republic. Born into modest circumstances, he graduated in mathematics and began working in journalism before being elected deputy several times between 1888 and 1910. Initially aligned with the radicals, he moved toward more centrist and conservative positions by the end of the 19th century. As a colonial administrator, he served from 1897 to 1902 as Governor-General of French Indochina, where he sought to stabilize public finances and promoted infrastructure projects, notably the Transindochinese line and the Yunnan Railway. He held the Finance portfolio on three occasions between 1895 and 1926, advocating balanced budgets and, as early as 1896, proposing an income tax bill. During and after the First World War he took on prominent government roles in organizing war reparations. Elected president of the Senate in 1927, he won the presidential election of 1931 and, as head of state, supported strengthening the military and national unity. Less than a year later he was shot dead at a public event in Paris, becoming the only French president assassinated in office.
