Percy Ellis Sutton was an American political leader, lawyer, and businessman whose work shaped public life in Harlem and New York City in the postwar period. A civil rights activist, he took part as a Freedom Rider and served as an attorney for controversial figures, including Malcolm X. His legal career in the 1950s and 1960s made him one of the best-known African-American lawyers in the country. He rose to prominence electorally by serving in the New York State Assembly and, in 1966, being elected Manhattan Borough President, a position he held until 1977 — the longest tenure in that office up to that time — during which he sponsored educational initiatives such as the SEEK program that bears his name. Sutton also belonged to the core political leadership in Harlem known as the “Harlem Clubhouse,” influencing generations of local politicians. In business, he co-founded Inner City Broadcasting Corporation and invested in cultural and media institutions important to the Black community, such as the New York Amsterdam News and the Apollo Theater. His public work earned honors such as the NAACP’s Spingarn Medal and helped increase African-American visibility and representation in New York’s political, cultural, and business spheres.
