Phil Soto was an American politician and one of the earliest Latino leaders elected to the California State Legislature in the 20th century, serving as a model for later generations of Hispanic politicians. Born in Boyle Heights, Los Angeles, he served as a bomber crewman in the Army Air Corps during World War II and helped organize the GI Forum, an association that supported Hispanic American veterans. He helped incorporate the city of La Puente and served on its city council from 1958 to 1962, then was elected to the State Assembly for the 50th district, holding that seat for two terms (1962–1966). He was active in labor and civil rights causes, joined the Delano-to-Sacramento march with Cesar Chavez, and publicly backed leaders of the farm labor movement. At the federal level, the Lyndon B. Johnson administration appointed him to programs for economic development and vocational training in East Los Angeles, and he concluded his public career as director of the Minority Business Development program at the Small Business Administration, retiring in 1988. His public work also included local party organizing and support for the Kennedy presidential campaigns.
