Ruth Bryan Owen was an American politician and diplomat, notable for being the first woman elected to the U.S. House of Representatives from Florida (1929–1933) and the first woman to serve on the House Foreign Affairs Committee. The daughter of influential orator and politician William Jennings Bryan, Owen combined public service with private work, also distinguishing herself as a university administrator and author.
Elected as a Democrat in a district that then covered much of Florida’s east coast, she won a contest clouded by controversy over her citizenship after marrying a foreign national; Congress validated her election. During her term she focused on foreign policy issues and won reelection in 1930, but lost the party primary in 1932.
In 1933 President Franklin D. Roosevelt appointed her minister (envoy) to Copenhagen, making her the first woman to head an American diplomatic mission at that level. In Denmark she worked to restore commercial and diplomatic relations disrupted by U.S. tariff measures.
Beyond her political and diplomatic career, Owen pursued cultural projects — she produced an independent film and wrote about her experiences in the Caribbean — and maintained enduring ties to Jamaica and Europe, leaving a legacy of female pioneering in American foreign affairs.
