Stephen Gerald Breyer is an American jurist and lawyer, known for his long career in the United States judiciary. Appointed by President Bill Clinton in 1994, he served as an Associate Justice of the Supreme Court, where he was identified with the liberal wing while often taking moderate, pragmatic positions. Before the Supreme Court, he served on the United States Court of Appeals for the First Circuit (1980–1994) and held posts in the Department of Justice, including participation in the Watergate task force. An academic by training, Breyer studied philosophy at Stanford and Oxford before earning his law degree from Harvard Law School, where he taught from 1967 to 1994. He specialized in administrative law, publishing influential books and treatises that remain standard in courses and legal practice. In his book Active Liberty (2005) he set out his view that judicial interpretation should promote democratic participation. In January 2022 he announced his retirement from the Supreme Court, leaving the bench on June 30 of that year. His career is marked by the combination of academic work, public service, and a lasting impact on the theory and practice of administrative and constitutional law in the United States.
