Milton William “Bill” Cooper was an American broadcaster and author best known for promoting conspiracy theories and influencing UFO and militia circles. A former member of the Navy according to his own accounts—public records indicate naval service including time in Vietnam—Cooper gained attention by claiming access to secret documents linking governments to extraterrestrials and by publishing Behold a Pale Horse in 1991, a book that set out his allegations about a supposed hidden government and a global plot to establish a “New World Order.”
The book became influential among ufology and militia groups and has been described by scholars as a compendium of theories that link political assassinations, secret societies, and extraterrestrial interference. Some of his conjectures included narratives about government agreements with alien beings, elite manipulation, and alternative readings of historical events.
Cooper also promoted controversial ideas about the origin of HIV/AIDS and reproduced problematic material in early editions of his work; some of that content was later removed. His life ended in a confrontation with authorities in 2001, when he was killed after shooting at agents during an attempted arrest. Given the contested and sometimes contradictory nature of his claims, caution is advised when assessing his assertions.
