Edmund Sixtus Muskie was an American statesman and politician who became a leading figure in the Democratic Party from the 1950s through the 1980s. He held several major offices: member of the Maine House of Representatives, Governor of Maine (1955–1959), U.S. Senator from Maine (1959–1980) and, finally, Secretary of State (1980–1981) in the administration of Jimmy Carter. As governor, he ended a long period of Republican control in Maine, promoting economic reforms and early environmental measures that advanced the state’s progressive profile. In the Senate, Muskie emerged as an important voice of modern liberalism, backing civil rights, the establishment of a holiday in honor of Martin Luther King Jr., and environmental policies that helped shape laws such as the Clean Air Act (1970) and the Clean Water Act (1972). He was a national candidate: he was selected as the Democratic vice presidential nominee in 1968 and sought the Democratic presidential nomination in 1972; that campaign was disrupted by manufactured attacks that damaged his standing among Franco‑American communities. In Senate leadership he chaired the newly created Budget Committee (1975–1980), helping to organize the federal budget process. He received the Presidential Medal of Freedom in 1981 and left a legacy in environmental and fiscal policy as well as in Maine’s political realignment.
