German economist and social scientist Eduard Heimann rose to prominence in the first half of the twentieth century for advocating an ethical form of socialism that sought to preserve market elements under strict state regulation. Trained under the influence of Franz Oppenheimer and Alfred Weber, he converted to social Christianity and was politically active during the Weimar Republic, holding roles such as secretary of provisional commissions and teaching social economics at the University of Hamburg (1925–1933).
In the 1920s he promoted the idea of “friendly competition”: competitive economic units supervised by trade unions or the state, with cost-based pricing and limits on profits, attempting to reconcile market efficiency with socialist goals. He published important theoretical works, such as Mehrwert und Gemeinwirtschaft (1922), in which he criticized the suppression of market mechanisms seen in the Soviet Union and argued for regulation to prevent the abuses of capitalism.
With the rise of Nazism his books were banned and he emigrated to the United States in 1933, where he taught and joined networks of Christian-socialist intellectuals. He returned to Germany in 1961; his work influenced debates on social justice, the ethics of labor, and intermediate models between market and state planning.
