George Richard Moscone was a lawyer and Democratic politician who served as the 37th mayor of San Francisco from 1976 to 1978. He became known as a progressive leader who sought to open the city’s institutions to greater diversity, appointing African Americans, Asian Americans and LGBT people to commissions and public posts, and earning the nickname “the people’s mayor.”
During his legislative career in the California State Senate, where he served as majority leader, Moscone sponsored significant social measures, including the establishment of a school meals program and the legalization of abortion in the state. He also worked to repeal the sodomy law, positioning himself as a defender of civil rights and individual liberties.
As mayor, he faced major local battles: he helped prevent the San Francisco Giants baseball team from leaving the city, supported the introduction of district elections for the Board of Supervisors, and backed civil movements—most notably the 1977 occupation by people with disabilities, which contributed to later advances on disability rights.
His term, marked by inclusive reforms and progressive alliances, ended prematurely with his assassination in 1978. Moscone is remembered for expanding political representation and for social initiatives that shaped San Francisco’s political course.
