Herbert Richard Wehner was a central figure in postwar German politics, known both for his ideological evolution and his leadership role in the SPD. Initially active in the communist movement and the resistance to Nazism, he eventually broke with the KPD and joined the Social Democratic Party after returning to Germany, becoming a close aide to Kurt Schumacher and later serving as a member of the Bundestag from 1949 to 1983. Over decades in the Bundestag he became the SPD’s key internal organizer: he helped shape the Godesberg Program, which moved the party away from classical Marxism, and served as Minister for Intra‑German Relations (1966–1969). From 1969 he led the Social Democratic parliamentary group, earning a reputation as a strict disciplinarian and parliamentary strategist, decisive in episodes such as the defeat of the motion of no confidence against the Brandt government in 1972. Wehner was also notorious for his caustic rhetoric and public insults toward opponents, a trait that drew official rebukes but also respect for his combativeness. His legacy is ambivalent: he is credited with helping to consolidate the SPD as a governing force and with exercising pragmatic influence on German politics, while his biography contains controversial elements relating to his exile and to episodes during the Soviet era.
