James Addison Baker III is an American statesman and lawyer whose public career was established between the 1970s and 1990s. A member of the Republican Party, he became prominent for key roles in the federal administration: White House Chief of Staff under Ronald Reagan and later under George H. W. Bush, Secretary of the Treasury under Reagan, and Secretary of State in the elder Bush’s administration. Those positions placed him at the center of economic and foreign-policy making at critical moments, such as the coordination of the Plaza Accord and the diplomacy surrounding the end of the Cold War and the Gulf War. Graduating in law from the University of Texas after serving as an officer in the Marine Corps, Baker also built a career as a political adviser and campaign operative, coordinating George H. W. Bush’s successful 1988 presidential campaign. After leaving public office, he remained active in consulting, international mediation and public institutions, including roles in diplomatic missions and in commissions studying Iraq. His career is marked by pragmatic approaches to diplomacy and economic policy, as well as by lasting influence in debates over American foreign policy. He is also the patron of a public-policy institute at a Texas university, a legacy tied to his public presence and the institutional network he helped shape.
