James Chipman Fletcher was an American physicist and executive who became known for leading the U.S. space agency in two crucial periods. Trained in physics at Columbia and with a doctorate from Caltech, he split his career between academia and the aerospace industry before serving as president of the University of Utah (1964–1971). In 1971 he became NASA administrator, overseeing the Apollo 15–17 missions, the start of the Space Shuttle program, the Viking mission to Mars, the Skylab missions, and approving the Voyager probes and the Apollo–Soyuz project.
After a spell as a consultant and adviser on space policy, Fletcher returned to NASA in 1986 to lead the agency’s recovery following the Challenger accident. He conducted a broad review of safety and management, drove the redesign of the solid rocket boosters and other technical and operational changes that enabled the Space Shuttle’s return to flight in 1988, and also approved the Hubble Space Telescope project.
Recognized for his role at decisive moments in American space exploration, he left a legacy tied to the consolidation of robotic and crewed programs and to an increased emphasis on operational safety in spaceflight.
