Jean Mill (born Jean Sones) was an American cat breeder and conservationist, recognized as the primary architect of the Bengal breed. From the 1960s through the 1980s, Mill conducted crosses between the Asian leopard cat and domestic cats, overcoming sterility problems in early generations and producing a line with a domestic temperament by the fifth generation (F5). Her technical work and tireless promotion of the breed led to the Bengal’s acceptance by international cat associations and to championship status in 1991 from TICA; she was inducted into the organization’s Hall of Fame in 2016.

In addition to the Bengal, Mill worked on the development of the Himalayan and on the standardization of the Egyptian Mau, maintaining ongoing breeding lines from the mid-20th century. Motivated in part by conservation concerns, she saw breeding cats with a “wild” appearance as an alternative to the slaughter and commerce of wild cat kittens. Her work influenced breeding practices and inspired later generations of breeders, including her daughter Judy Sugden, the creator of the Toyger.

Legal and administrative actions involving the Sones/Sugden family in the 1950s produced procedural precedents related to shortwave communications monitoring, but Mill’s contributions to feline animal husbandry and the responsible-breeding movement remain her principal legacy.
