Joseph Caillaux was a central figure in French politics during the Third Republic, notable as a leader of the Radical Party and an expert in public finance. Trained in law and educated at the École des Sciences Politiques, he entered the civil service as an inspector of finances and held several ministerial posts, with multiple terms at the Finance Ministry where he promoted fiscal reforms, notably advocating the introduction of an income tax. As prime minister from 1911 to 1912, he pursued a policy of conciliation with Germany during the Moroccan crisis, a stance that provoked controversy and led to his resignation after secret negotiations. His political actions polarized opinion: he was accused of corruption and later acquitted by a parliamentary commission, while his pacifist positions and social reforms alarmed conservative forces. The personal and judicial episode surrounding the 1914 assassination of the editor Gaston Calmette—carried out by his second wife—weakened his career; later, during the First World War, he was accused of treason, convicted and disenfranchised, although he was subsequently rehabilitated and returned to government roles in the 1920s. In 1940 he voted to end the Third Republic by supporting the transfer of powers to Marshal Pétain. Caillaux left a controversial legacy as a fiscal reformer and a decisive actor in the political crises before and after the Great War.
