Julian Morton Carroll was an attorney and Democratic politician from West Paducah, Kentucky. He rose to regional prominence by leading the campaign that brought the Tennessee Valley Authority to McCracken County, lowering local energy costs, and entered public life with his election to the Kentucky House of Representatives in 1962, serving as its speaker from 1968 to 1970. Elected lieutenant governor in 1971, he became governor in December 1974 after Wendell Ford left office and was elected to a full term in 1975, serving until 1979. His administration increased investment in education, promoted coal use in response to the 1973 energy crisis, and carried out a major reorganization of the state judicial system following a constitutional amendment approved in 1975. During his term he faced several disasters, including the severe 1978 storm and the fire at the Beverly Hills Supper Club, events that led to stricter safety rules and changes in inspection practices. He was not convicted in inquiries into alleged insurance irregularities upon leaving office. He returned to politics in later decades, serving in the Kentucky State Senate from 2005 to 2021, completing a long public career noted for state-level service and a legacy in energy infrastructure and education.
