María Elena Moyano Delgado was a Peruvian community leader and social activist, known for her defense of human rights and women's rights and for her work on behalf of the poor of Villa El Salvador. Of Afro-Peruvian origin, she became involved in organizing mothers' clubs and founded the Federación Popular de Mujeres de Villa El Salvador (FEPOMUVES), which under her leadership took on management of the Vaso de Leche social program—vital for child nutrition in times of crisis. A militant associated with the popular left, Moyano combined community work with a Christian outlook and a practical approach focused on improving local living conditions. She was elected deputy mayor of the district in 1989 and remained an influential voice for women and low-income families, promoting social mobilization and community services. At the height of political violence in Peru, Moyano publicly confronted the Maoist group Sendero Luminoso, which falsely accused her of collaborating with foreign donations. In 1992 she was assassinated by a unit of the group in retaliation for her resistance to terrorism. Her legacy endures as a symbol of civic courage and popular struggle against exclusion and violence.
