Paul Bremer is an American diplomat and executive whose career spans high‑level public service and work in the private sector. A career diplomat, he served in the State Department from 1966 to 1989, including a posting as ambassador to the Netherlands and holding positions related to counterterrorism. After leaving public service he became an executive in risk consulting, joining the team at Kissinger and Associates.

In 2003 he was appointed by the George W. Bush administration as administrator of the Coalition Provisional Authority in Iraq, a role in which he served as the chief executive until the transfer of sovereignty in June 2004. Sworn in in a post‑invasion context, he issued decrees that reshaped Iraqi economic policy — including large‑scale privatizations, opening to foreign capital and tax reforms — and made major administrative decisions such as banning the Baath Party and dissolving the Iraqi army.

The measures Bremer implemented during the occupation generated controversy and have been cited by various authors as significant factors in the subsequent political and social disorder. After leaving public life he devoted himself to private and personal pursuits, maintaining a presence in debates and publications on security and reconstruction.
