Philip A. Hart was an American lawyer and politician affiliated with the Democratic Party who represented the state of Michigan in the United States Senate from 1959 to 1976. A decorated World War II veteran, he returned to law and public service after the war, serving as a U.S. attorney and lieutenant governor of Michigan before entering Congress.
In the Senate, Hart became known as a liberal and reform-minded voice, earning the nickname “the conscience of the Senate” for his ethical stance and advocacy of public-interest legislation. He was the author and principal sponsor of the Immigration and Nationality Act of 1965 (Hart–Celler Act), which abolished the quota system in place since 1924 and reshaped U.S. immigration policy.
His career was also marked by initiatives on gun control and support for school integration—positions that drew criticism from conservatives but did not undermine his electoral base. In recognition of his service, buildings and scholarships bear his name, including the Senate office building that was renamed in his honor shortly after his death.
