Maximilian I Joseph was a Bavarian monarch of the House of Wittelsbach who profoundly transformed the state between the end of the Old Regime and the post‑Napoleonic era. He rose from Duke of Zweibrücken to Elector of Bavaria and, from 1806, became the first King of Bavaria, a position he held until 1825. During his reign he promoted broad administrative modernization: he reformed the army, reorganized fiscal and legislative administration, introduced penal codes, and encouraged trade and agriculture. Under his influence and thanks to his minister Montgelas, Bavaria pursued Enlightenment‑inspired policies that included the suppression of religious orders and the allocation of revenues to education and public works; he founded cultural institutions such as the Academy of Fine Arts in Munich and spurred urban expansion, including the development of Brienner Strasse and the construction of the National Theatre. At the same time, his foreign policy was marked by an alliance with Napoleon until 1813, which brought him territory and the royal title, followed by a pragmatic return to the allied camp. At the Congress of Vienna and in subsequent negotiations he defended Bavarian autonomy, obtaining partial concessions and securing a liberal constitution in 1818. His reign left a lasting legacy in Bavaria’s cultural, educational, and institutional infrastructure, as well as in the territorial configuration of the state in the post‑Napoleonic period.
