Charles I (Karl Friedrich Alexander) was King of Württemberg from 1864 to 1891. The son of King William I, he studied in Tübingen and Berlin and steered the monarchy in a clearly more liberal direction at home. Early in his reign, in 1864, he restored freedom of the press and of association and, in 1868, introduced direct, universal, secret and equal suffrage for parliamentary representation. These measures brought a significant change to the political life and institutions of the small kingdom. In foreign affairs, his reign coincided with the major transformations of nineteenth‑century Germany: after the conflicts of 1866, Württemberg drew closer to Prussia through treaties and—in 1871—joined the German Empire as a federated state, accepting a reduction of sovereignty in exchange for greater security and administrative continuity in finance, culture and the railways. Charles promoted administrative consolidations and appointed Hermann von Mittnacht as head of government, a central figure in the following decades. His reign also included controversial episodes: in the 1880s a personal scandal damaged the court’s image and led to changes in the monarch’s intimate circle. He died in 1891, leaving a legacy of liberal reforms and of Württemberg’s adaptation to the new German national framework, with lasting effects on the kingdom’s political and administrative institutions.
