Richard Descoings was a senior French civil servant best known for his long tenure at the head of the Institut d’études politiques de Paris (Sciences Po). A career magistrate at the Conseil d’État, Descoings became director of the institution in 1996 and led deep reforms that transformed a school traditionally focused on training the national elite into a more diverse, internationally oriented university. Under his leadership, Sciences Po significantly expanded its student body, internationalized curricula and partnerships, aligned with the Bologna Process, and introduced a year abroad into many programs. He also implemented an affirmative-action policy to recruit students from disadvantaged areas of the Paris region and created first-year campuses in several cities—measures intended to democratize access to elite higher education. Descoings further promoted a differentiated tuition system with targeted scholarships for lower-income students and strengthened ties between the institution, the civil service, and major corporations. Recognized for his influence in French political and educational circles, he received national decorations and foreign honors. His sudden death in 2012 drew extensive media attention, but his main legacy remains the institutional changes and the opening up of Sciences Po.
