Richard Schultz Schweiker was an American businessman and Republican politician whose parliamentary and administrative career was marked by moderate positions within his party. He represented Pennsylvania in the House of Representatives (1961–1969) and the Senate (1969–1981), where he supported social policies such as the creation of Medicare, increases in Social Security, and housing subsidies, and voted for the major civil rights laws of the 1960s.
In the Senate, Schweiker became known for his independent stance: he opposed the Vietnam War, rejected conservative judicial nominees, and worked on progressive initiatives, including coauthoring a proposal for universal health coverage in 1975. He was also a pioneer in public health policy by promoting diabetes research and sponsoring the legislation that created a national commission on the subject.
After leaving Congress, he served in Ronald Reagan’s administration as Secretary of Health and Human Services (1981–1983). His career combined legislative influence on social and health issues with a reputation as a moderate within the Republican Party, leaving a legacy tied to health policy and legislative pragmatism.
