Vladimiro Ilich Montesinos Torres was a military officer and influential Peruvian statesman, known for leading the National Intelligence Service (SIN) and serving as the main security adviser to President Alberto Fujimori during the 1990s. Under his influence, state institutions underwent deep interventions: Montesinos promoted appointments, carried out purges in the judiciary and public administration, and centralized power over the military leadership. His period in power coincided with the campaign against terrorism and drug trafficking in Peru, but also with serious accusations of human rights violations. Investigations implicated him with the Colina Group, held responsible for extrajudicial executions and notorious massacres such as Barrios Altos and La Cantuta, crimes for which he was later convicted. In 2000, recordings that revealed bribery schemes—known as the “vladivideos”—precipitated his downfall. He fled temporarily and was ultimately repatriated and tried: he accumulated convictions for corruption, arms trafficking, illicit enrichment and participation in homicides, receiving the maximum sentence under the Peruvian penal system of 25 years. The Montesinos case marked contemporary Peruvian politics, exposing links between state intelligence, corruption and political violence, and had a lasting impact on debates over civilian control of security forces and accountability for abuses.
